I would like to preface this with the fact that I am not advocating for pve servers or private servers, or safe zones. I merely wish to make an honest suggestion for what I think would be a genuine improvement.
Many people, such as myself, would like to play the game but do not have the time to "get good". I get the chance to play maybe one day a week or two, and when I do what I primarily want to do is sail the sea and hunt for treasure with a couple friends of similar disposition. Therefore I think that a reasonable compromise would be to implement a day, or even a couple hours, once every week or two, (even just once a month) where pve is available.
It would allow people like me to enjoy exploring the world without suffering the ignominious defeat that our limited practice time subjects us to. It would also get more people into the game, giving them a period in which they could dip their toes in and get a feel for things before branching out and testing deeper waters.
The PVPVE spirit of the game, would remain, save for these few hours. Furthermore there would be no splitting of the player base (as would be caused by pve servers) and the community would remain cohesive (to the extent that it is).
Progression during this time could be limited (say halved) in order to prevent exploitation, and obviously pvp achievements and rewards would be unavailable.
In short I think a short period dedicated to pve would allow those with less time to experience the game and perhaps draw some weary players back.
