So I saw rumors that Rare will reveal a new perfect dark game they have been working on..... to those that say sea of theives is a service not a game. ..please explain this.. How can a studio so small add to SoT while developing another game??

So the reason they include Perfect Dark in this list is, it's been 13 years since the last one and Sea of Thieves is now released. Does that sound like a solid reason to assume something like this?
Even if it is Rare's next game, nobody knows if it's even in development yet, much less ready for release. The large majority of the team responsible for making Sea of Thieves likely no longer works on it, outside of the teams working on new content and bug fixing. Once one game is done it's time to start working on the next for most studios. That doesn't impact their ability to support existing titles, as these things are planned far in advance.
But the most important takeaway from this is it's a rumor with no real substance.
