I bought the deluxe edition.
But it would normally include the full game.
The son of my friend plays sea of thieves when we babysit him, and it would be cool if I could play that 2nd SOT on a 2nd PC. We could play side by side instead of playing with random players, or even better, include random players too.
If this isn't already a feature, I suggest it. It's worth the money.
Right now, I own SOT, and I now own SOT Deluxe too.

If you do own two copies you would just need to play on different accounts and on a profile that has it installed. I think you just need a second device with it installed.
@howardlorecraft since it was bought under the same account, then no you wouldn’t be able to have 2 different devices using 2 different logins to play the same game. That’s my understanding but I could be wrong. If you need it clarified for certain, contact Support and raise it under a general enquiry.

What I would suggest is create a new xbox account, you cant play on the same account at the same time. Also as long as it is installed on that device (ie. The xbox or pc) as long as a different xbox account is logged in they can play it. So for example if you were playing on pc while they were playing on xbox you would make them a new account, log it in on the xbox, and they would be able to play with you. (Just make sure to have them friended). I dont know how comfortable you would be with that but it's the best option you have I don't think another exists.
I don't understand. I don't see any new content in my game. Isn't deluxe supposed to unlock all collectibles from past seasons?
Have I been fooled by rare pirates? "All permanent content released since launch" don't mean that it gives me all the cosmetics I missed when I missed events?
Damn. I want a refund.

Go in the microsoft store page on windows. It is clearly written "includes all permanent content since launch" which literally just means "the actual game, no improvement, period".
It is extremely confusing.
Cosmetics are permanent content. But game mechanics related to seasonal stuff are far from permanent, just look at the un-repeatable Merrick adventure.
I have got my refund. But I have been spotting that purchase for over a year, thinking it would include "all permanent content since launch" which sounded like it would include a whole bunch of cosmetics, but nope. That's what "permanent content" sounds like, to me.
