Purpose? Plus that would be a waste of visuals. May even be a lag creator.

And what would be shown when it's dropped or raised ?

The speed of the anchor is not linked to the depth of the sea where it's anchored.

So raising an anchor in shallow water will be shown as very, very slow; while dropping (or raising) where the bottom of the sea is very deep, it will be shown very fast.

This will be worse visusally than not showing the anchor or only showing it when it's fully dropped (and instant removal or adding it when raising / dropping).
