I would disagree with this take.
Think about it, how many items you get are worth less than 1 000 when you just play casually? Quite a few, obviously with grade 5 you sell them for more, but emissary should not be looked at as a mandatory thing.
Perhaps the mid tier items are priced correctly and you are right. But the lowest tier ones like castaway chests, those artifacts on the beach, tea crates, foul bounty skulls are basically worthless and a lot of top tier items are not on ''most wanted'' list.
Ever since I started the game, I would always collect every single piece of treasure I find, even if it's a massive island and it would take me some time running around. I have noticed currently that I sometimes ignore and don't bother with those cheap items at all (other pirates don't even care about top tier skulls or captain chests)
The reason why I don't collect them, is that if I am saving for as an example DA hull, 150 gold is meaningless.
Same goes for top tier items. You see someone doing Ashen Winds several squares away, a regular fort, now even FOF...Would everyone really flock there in hopes of stealing an item worth 8k? Now COF, even after getting the first grade commendations, was always lucrative as it felt like it's worth the time/trouble.
Devs always try their best to increase player interactions and help newer players. IMO raising the value of lowest tier items and top tier ones would help to achieve both.
