Can't install the game on PC

I have the latest Windows updates, I've done all the windows store troubleshooting techniques, every other game on Game pass downloads, but Sea of Thieves. I was originally able to get my first download to about 2/3 done, but then it stalled. with no download speed listed. Every other time now it gets about 2% done before it stalls. I have plenty of space, have done wsreset multiple times, I've restarted the service, etc. I can't figure out why it won't download.
