I know that boarding axes are a pretty common suggestion, but the anniversary update combat gave me a new idea for them. How it would work is that it can't combo, will have a slightly longer attack cooldown than the cutlass, but will do somewhere between 40 and 50 damage(that's for rare to balance). It would also have a charge attack, similar to the cutlass but it doesn't move you. The thing that would make it interesting is that it could widen existing holes on a ship. It would replace the block function of the axe, and would take about 1.5x as long as fixing the size of the hole, making noise but leaving a bigger hole if successfully done. This is different than what most people want, which is for it to break planks or add holes, but I feel like this would be more balanced so that it only works if you've already put holes in the ship and were able to stop the crew from fixing them, yet be useful still. I also think you should only be able to select it from your ships armory, so you don't board and then switch to the axe on the enemy's ship.
