    It was weird because i hit 50/50/50 and talked to the stranger who didn't recognize the levels at first. I don't know if buying the level 50 OFS mission header gave the Shanty needed to go into the PL cave. Game seemed glitched.

    @sprungnickel427 my mistake hitting pl was forgetting to purchase the level 50 oos voyage tier
