@pingus-revenge8 you have to raise the lantern with left trigger to get it to work. I’m not sure if you have that button remapped or something but it should work.

Been stood with my lantern out for 30 minutes now with nothing happening, I've run around it, jump on it, flashed my lantern at it, dance on it, all sorts of stuff.

You have to lift the lantern in the right place.

On PC → Right click.

On Xbox → I think it is RT.

I play on PC so for me its Right click might be the alt action button whatever that is for Xbox but yeah that actually raises your lantern and gives off more light.
