Honestly in this game ive never had someone decide or vote on a captain. It just ends up being the person who has the most experience and know how of how to sail properly, combined with timing and use of the helm. This doesnt mean the captain is the one on the helm, as a good helmsman can do a good job if the proper orders are still used. One of my first good crews i ever ran across when i was new to the alpha, the captain or guy teaching us gave commands from the crows nest. A good crew will also learn the routine quickly and adapt so that the instant the command is said, they're already prepared and doing it.

Other than in that one specific instance the most influential person was the quartermaster who represented the crews interest and was in charge when the ship was docked.

The captain usually slept with the other crewmembers and had no privileges to speak of beyond a bigger share of the loot (usually equal to the quartermaster).

Realistically in the crows I've played in you usually get someone who coordinates during ship combat (it was usually me) but other than that, everyone just sort of works together. Outside of a battle you're all going on a voyage you voted for after all, there's only one place to go. Everyone is needed to make the ship work, and you can't throw anyone in the brig without a vote.

I just think people will naturally fall into roles. I usually looked at the map and directed someone steering until we got to battle, where I would steer and coordinate while everyone else shot cannons or fought. Sometimes someone else was steering and I would fight.

You'll either have a crew that happily works as a team, in which case you don't need an official captain, or you have one that won't, in which case it doesn't matter what official role you have.

Captain and chief officer are overlapping terms, formal or informal, for the commander of a military unit, the commander of a ship, airplane, spacecraft, or other vessel, or the commander of a port, fire department or police department, election precinct, etc. Captain is a military rank in armies, navies, coast guards, etc., typically at the level of an officer commanding a company of infantry, a ship, or a battery of artillery, or similar distinct unit. Chief officer may be used interchangeably with captain in some situations, as when a Captain-ranked Navy officer is serving as the commander of a ship. The terms also may be used as an informal or honorary title for persons in similar commanding roles. In mining (esp. Cornish), it is an honorific given the superintendent or manager of a mine.

The term "captain" derives from katepánō (Greek: κατεπάνω, lit. "[the one] placed at the top", or "the topmost") which was used as title for a senior Byzantine military rank and office. The word was Latinized as capetanus/catepan, and its meaning seems to have merged with that of the late Latin "capitaneus" (which derives from the classical Latin word "caput", meaning head). This hybridized term gave rise to the English language term captain and its equivalents in other languages (Capitan, Capitaine, Capitano, Capitão, Kapitan, Kapitän, Kapitein, Kapteeni, Kapten, kapitány, Kapudan Pasha, etc.).

As for the whole “be your own legend” part of it, you can bring your own unique missions and expertise to your crew, and players that you’re teamed up with can benefit from your legendary status.
