There are reasons that it is not part of voyages (outside of the adventures in which it was included), such as those already stated in this Thread.

The Shrouded Ghost is, and intentionally designed to be, rare.

It is supposed to be partially mythical and as such, sought after. Much like tales of the White Whale and other sea beasts.

I would take a wild guess and suggest that folks who wish for it to be more common or even guaranteed via a voyage, do so simply BECAUSE they have never seen/defeated it and want to tick a box.

If it weren't so rare, nobody would even care or pay attention to it (or the lack of it).

If it was included in a voyage, it would be "just another Meg" and likely ignored as more of an inconvenience, rather than something to want.

Not everybody has to have everything.

Shroud is a ghost and only “lives” in the SotD but often rarely appears in the SoT due to a break in the barrier.

That is the “lore” of it
