I don't think he is ok with it? I always felt they set up shop at each island in secluded or shady areas of the island. THe pirate lord is also not the owner of the islands, I would say he just mediates between all the other trading companies in each island but even then they do not control those companies either.

Yea last time skeletons were on the outposts it was indeed very bad, and now we have skeletons on the outposts when players have the skeleton curse equipped and using bone callers on outposts

You explain why a reaper representative is now stationed at every outpost selling stuff (mostly stolen goods)

@ewokbuilder I can see how that might be an issue, for as you know the Reaper's is conveniently located in the middle of the map.
