Repair would set all level holes to 0, remove mast cracks, set capstan and helm back to normal, and refresh the boats paint.

Players should also be able to change types of boats with the shipwrights. They would now be able to start a session with a sloop and upon learning more friends are getting on, upgrade or downgrade to a fitting boat size.

Resources in barrels should be transferred to the new boat but not anything on deck, such as treasure or crates.

But you should not be able to switch to another ship in game. You can leave simple.

The ability to change boat size in-game gets requested quite a bit. Rare would have done it by now if it was so easy. The problem is that servers can only have a certain amount of each type of ship on a server (along with a player cap), which means that if you were a sloop in a full server and made a galleon for all your friends, it would break the player cap. Also, if you were being chased while solo slooping, you could easily go to an outpost and change into a galleon and invite all your friends, giving you 3 more people and 3 more cannons to fight the aggressor (which would be overpowered).

🔨 (if there was a nail emote, I'd think you just hit it on the head; thanks for hammering the point home).
