NOTE: I'd like to inform that this imagining is based upon Cpt Falcor's speculation that "The Captain" is in fact Captain Hook. And I say, Captain James Hook is not "Hook" without THE crocodile.. After all, did the crocodile not create Hook?
Please bare with me as I list a couple contextual points that I feel would be key to a proper implementation of Hook's Crocodile..
Some context..

I'd like you to recall the summoning of the Megalodon. You know, that community event that required you to form sketchy "alliances" and drum the same tune; the one that made the Mego tattoo glow. You know, the event every pirate that sailed the waters during that time boasts so highly about? THE ONE MOST OF YOU PLAYING NOW MISSED OUT ON?! (Including myself)

You remember that area with the volcanoes? The one no on goes to anymore? That one side of the map that's virtually untouched? You know the one.. Now, I'm pretty positive that Rare is working on something for that area, since it's practically been untouched and is pretty unpopular among most pirates (85% safe assumption).
Keeping those points in mind..
I would like to suggest a non-portal Tall Tale or community event, "re skinning" of the Megalodon event to summon a massive crocodile (Hook's Crocodile). This would be a respectable homage to the Mego event that many missed yet giving new and veteran pirates the opportunity to participate in something similar yet new. Maybe instead of an open water encounter the crocodile lives in a massive cave and is a new type of "world boss" system.
I feel the introduction of the crocodile would also be a great opportunity to transform Devils Roar into a portion of map that could be more inhabited by pirates (assuming the volcanoes had been removed, lessened to 2-3 total or one massive "dormant" volcano). This could be where Hook's Crocodile lives and has been transformed into a bayou or swamp, keeping with the depressing vibes of that zone.
And in a more "It's just good business" sense.. This could use existing assets and provide multiple opportunities for new content, earnable rewards and emporium cosmetics. I also think this is something Disney could get behind pretty easily - the idea of the crocodile that gave Hook his name.
