What I am seeing though is that the most bald I can get in the grey stubble on top of the head. It seems I can choose a pirate with a clean shaven face, no grey stubble...buy can't for the head. Unless there is some other trick I am missing...

By IPG if you mean infinite pirate generator then, yes you can get a bald pirate, but don't use it as a factor when choosing your pirate.

Once you finish the maiden voyage you'll be able remove your hair and go bald from any character you choose.
