I want to buy the game on Microsoft Store, and I'm wondering if I need to have the game pass in order to play with friends, it says: "Cloud enabled: Requires Xbox Game Pass Ultimate & compatible controller...", I'm having a hard time understanding if it's necessary or should I just buy the game on steam for 10$ more?

You do not need to purchase Game Pass if you buy the game outright... Game Pass lets you play games on a Netflix style payment system if you don't want to pay for games outright.
@frailcosine910 I believe what you are referring to is the new X Cloud platform where you can play a number of games via streaming on a phone. That requires Game Pass Ultimate, but you certainly do not need Game Pass to play on Xbox or PC.
