Yes, this is a very well known issue and the same happened to me when I unlocked this commendation/achievement. The achievement tracker generally gets stuck around 5% and will not progress any further, even when you finish the requirements and get the commendation.

All you have to do is submit a support ticket to Rare. They will unlock it for you. This happened to me and a couple of my friends, all the same, the achievement didn't unlock. After submitting a support ticket, we've all had it unlocked. Rare is aware of the issue and thankfully, they can unlock it for you.

I finished all my fishing and got the Legendary Hunter of the Sea of Thieves commendation done on July 1st. The achievement did not unlock (I didn't expect it to, as this is a known issue though). I submitted a support ticket about an hour after I got the commendation. I got a reply a few hours later saying it was being forwarded for further assistance. The next day, on July 2nd, I booted the game up and the achievement popped in the loading screens. I then checked back on my support ticket, and there was a message saying that they did unlock the achievement for me.

So, this is actually normal for when you finish Legendary Hunter, so don't worry about it. Just submit a support ticket and you'll get the achievement shortly after.

@spiralout46and2 I did the ticket and they said it was being passed on. This was 4 days ago.

@captain-coel I wouldn't worry, I think it will still be unlocked soon for you, just keep checking the ticket and try loading the game up every day to see when it pops. 👍 One of my friends finished his shortly after I finished mine and it took his several days (I think almost a week or so) to get unlocked, but they did do it. I think it has to do with the Rare staff working from home right now, and also we just got through a weekend and I think Monday was a holiday in England (where they're based), so I'd guess that there was a 3 day stall from that too. Today is probably their first day back to handling support tickets since Friday. Just keep checking every day and I'm sure it will get done though. I've personally seen over a dozen people/friends have this happen since 2019 and every one of them has had it unlocked through a support ticket, so I'm sure they'll get it for you.

For me, I chased storms for it. When I loaded in, I would look for the storm and head that way. As I approached, I'd try to figure out which way the storm was heading and then get around it and go ahead of it. From there, I'd try to stay ahead of it and keep the storm behind me but coming towards me. Then as I moved ahead, I'd just look for shipwrecks coming up anywhere in the path. As soon as I saw one, I'd park at it and be ready to speed-fish as many as I could when the storm got there lol. As shipwrecks are so random though, it was just RNG as to how many I'd get depending on how many stormy shipwrecks I happened to get on my server, but I found that to work best for me. Also, getting a group of 4 and doing this in a galleon makes a huge difference. Having 4 people fish like crazy versus just you doing it really makes it go much quicker.

Also, every time I would see a shipwreck whether it was the one I was at, or one off in the distance, I would always circle it on my map so I knew where the shipwrecks were on my map. That way, even if it's an hour later and you've been following the storm all over the place and then you see it's headed West, you can run down quick and look at your map and then see that you had circled a ship wreck off to the West previously. This helped a lot so you already knew there was a shipwreck out there before you actually get out there and see it with your eyes again. Then you can go directly to it on the map and wait and hope that the storm comes over it. Eventually, you'll have circles all over your map so you've got every shipwreck on the server marked already. It makes it easier so you can watch where the storm is heading and just look on your map and see if there's a ship wreck out there or not. This works great as long as you don't get server merged lol... 👍😅

Also, of course, check all barrels and storage crates. I found a few in barrels (especially in shipwrecks and floating Barrels of Plenty) and even found one in a storage crate once.

@captain-coel You're welcome, happy I could help. It is a frustrating one and takes so much time to do, so I understand the feeling when you finally get it done and no achievement pops. I feel sure that they will unlock it for you though. Hopefully one of these days they will permanently fix this one so it pops and tracks like it's supposed to. 😌👍🤞
