He hipfired the EoR. Sure hit the button to scope, but it was already on you. Rare decided to allow this, even with multiple requests to force scope delay.
Probably has a red dot on center of screen. A marker and piece of tape and anyone can have that. Or some monitors come with an option to turn on a marker. Undetectable.
Then it's pretty easy to scope shoot and switch to pistol and not even ADS.

You're right, personally I think they should fix it. because it is no longer a player's ability, it is an ability to take advantage of the game's exploit.
