I don't know that seller at all, so good luck, hope the code works, ebay leans on the buyers side of disputes.

Normally I wouldn't advise people to pay "scalpers" who are taking items that are limited quantity and then selling at higher price, it only encourages them, but the controller wasn't limited quantity, just limited time. Just a little leery with DLC attached, you never know!

Keep checking ebay (found one Controller with Ferryman ), it has been quite a while since they were around for sale in a normal shop.

Also ask facebook groups in SoT if any still have one they were waiting to make a profit on.
