Sure? I have seen a lot of ashen objects that are locked behind commendations being sold at a sea post. Maybe those are a exception.

To be honest I'm just assuming. I notice that I've never seen any capstans/wheels/cannons in there, and I know I've never seen fishing rods so just came to that conclusion as they are all behind commendations.
