A little while back Joe talked about how they were going to make more ways to get into Pioneer testing, but we haven't heard anything new in months about it or any updates. In preparation for The Arena.
IMHO one new way should be that any player dedicated enough to play the game and reach Pirate Legend should get an automatic invite, since these are the core players who are more likely to stick with the game long term.
Any updates about this would be greatly appreciated.

While we don't know what the exact requirements are to get into the Pioneer Program Rare more than likely has a set of requirements that players must meet before being invited to the program. The program is designed to test future content before shipping it to the wider audience. Pioneers must understand their role within the program and have the capabilities of expressing their feedback in a constructive and respectful way.
Simply inviting anyone who has reached Pirate Legend certainly increases the quantity of Pioneers but not necessarily the quality of Pioneers. I'm sure as The Arena inches closer and closer to release we'll hear more about how Rare plans to go about inviting more Pioneers to the program.
