I much sincerely doubt this. This isn't a battle royale game. I say MAYBE 10-15 ships.
If right now, we barely see ships in the reduced map , then in the full map it would take hours to find 1 person with 10-15 ships.
Last that I heard it was 25 players per server currently. And I have seen, with my own eyes, 6 ships on a couple servers I've been on. Once it was two galleons and four sloops(including myself) and the other time it was 5 sloops and one galleon. This was only what I saw, so there could very well have been more then six ships..

Reduced map ?? What tells you that ? What we saw in the alpha and the beta is certainly the final size for the map.
As far as I am concerned the frequency in the beta was fine. We saw ships literally all the time, every time I got my spy glass out I saw a ship somewhere on the horizon. As Rare says this is a co op adventure game with elements of pvp. It's not Fortnite, it's not Pubg, I'm not sure what is wrong with some people. You are sailing in the middle of the Ocean. It's right that you shouldn't see ships all the time, for the people that say they didn't see any ships, I can only assume you weren't looking very hard.

No! We did not see ships all the time using our spy glass. Neither did you, I'm certain you're exaggerating like the average person does. Every time I had my spy glass up which was often the majority of time no one was in sight. I'm very good at spotting things as well. Often I would see ships no one would see or take forever to see. Others who saw ships soon as they pointed it out I easily saw it.
What I experienced was hardly seeing ships. On several sessions of 2+ hours I was lucky to see 1 ship. What I experienced as a mostly solo player was 4 man crews attacking my docked ship while I searched islands.
What I experienced while playing in a 2-man group with a friend who only played those 2 total hours was seeing 1 ship that he never was able to see even with me pointing it out. It was his only time trying the beta and after it he said I thought there would be more people but I never saw anyone.
As a mostly solo player I was happy with the limited sightings of others and contact because seeing others meant that I was not allowed to explore the game and had to deal with their shenanigans.
As a whole the game feels lifeless. Increasing the the player volume at a given time is needed, but it needs to be done very conservatively. The core problem though is the randomness of it all. It really takes away from the connection of the world. Cross realm features ruined World of Warcraft's community and drove a lot of people away. I have a feeling there will never be community here because it will always be random people playing on the same map together. Logging into the same server every day really brings life to a game. It brings a connection to the game. It brings a connection to the others on that server. Randomly assigning players over and over again only takes away from.

The devs said many times what we have right now is only a portion of the actual map. In interviews, podcasts, etc

I don't think it is. When you read a patch note, they remember that we're here to test features in an environment TEST. So it's probably an environment made for the alpha and the beta to test what they want/need to test for the final game.
@kaptenbloood That’s the same I am thinking too. There will be no Legend in the world. Because nobody will remember each other. It is more like playing with a strong KI than with other real players. In MMOs the people could show of there stuff the get through PVP or PVE in the social Hubs, and everybody were knowing what they archived. In SoT nobody will care about each other.

In mine, they said in a nutshell that they are satisfied with the actual map size "since the last progression test" (that's the december closed beta), seeing how outposts are even more important as it is.

I can tell you that from February 2017 there are EXACTLY the same island... Just a few new ones have been implemented, but the 3 different regions are here from the beginning.

@ryuuzakki That's just it, though. I think the game is more PvE with PvP elements. The idea behind the game isn't to go around and slaughter everyone you find, though you can if you want. It's more about the adventures you choose to go on and the crew you do them with. They (developers) talk a lot about relationships and bonding with your crew. That's what this game is built around.

That was your first mistake. This game isn't a pvp game like those are. This game isnt as "deep" as those games are. This game isn't a hold your hand go over there pve fest either. Its a social experience game. The players make the game not the game makes the fun. The only game that is similar so far that i can think of is the Friday the 13th game.
@mackdi I agree. I personally would be quite content if no new features were added. The sailing and the visuals alone were enough to keep me entertained during the Closed Beta period.
As I recently stated in another thread;
I think most people are forgetting that this is not a PvP game with PvE elements. In fact, it's the opposite. The game is based around player/social interactions.The fun Part for me was, to fight Another People, that is what PvP players like. But if there are just 4 Ships or something like that, there wont be much PvP means the most PvP Players gonna Quit the Game. But im going to give it a try, if it wont have much PvP it wont be a game for me, 70% PvE and 30% PvP isnt enough for me.

To late Rare.@gamaguado i dont think this is the case as one when I was playing we had an intense multi ship battle with like 2-4 galleons and 2-3 sloops you see it on this video https://www.twitch.tv/videos/222447387 at around the 1:40 mark where we get into a serious multi ship battle.
16 players could be 3 galleons and 4 sloops, 2 galleons and 8 sloops, or 4 sloops, many combinations, just 16 ppl total. I think the limit should be increased to 20-24 personally but no bigger. this isn't a full time pvp game, pvp is just something that happens along the way.
And people will start to notice the sails of ships that are hard to sink and sinking yours constantly, people will become notorious in that way, people will run from a ship if you build a reputation flying your insignia and winning battles and stealing treasures.
I love this idea of people becoming known for their performance in battle but sadly I dont see the community coming together like this with this "instancing" tech. I mean it there were good old servers and they were big enough, each server would have their known big baddie crews. If you are constantly switching between instances based on where on the map you're at, seeing the same ship on more than one occasion would become very rare so gaining a reputation would be almost impossible.
@garish59 i just really hope it will allow me to meet my friends that will form another crew. Yea I know, we'd be OP...but it kinda sucks we can't pkay together and help each other.

To late Rare.A shared world of people cooperate for their adventure, I don't know where it's different. For me, it's logical we will not see all the player in the world because there are several servers and we will not always on the same server than other people, so you will hardly find people you met before. It's still a shared world anyway.
Nothing prevent players to put a bounty on somebody's head even he's not in your server at this moment. You'll lost money, the guy will be dead, the killer will receive your money. You can still play with other players even if you're not on the same server, it could just be a "quest" people could give to any other players, and the players on the same server than the guy you want to be dead, could be warned that you create a quest about him.

you need to take into account a few things, the time of day you're playing, and the fact that it was a beta, which doesn't represent the total number of people that will be playing on launch. during the closed beta I played a few nights in a row after i got off work (around 11pm PST) and the servers were pretty dead.. I was able to rack up a fortune without issue by myself. but as i played over the weekend at more reasonable hours (late afternoon, evening) the servers were full.. I could look across the sea and see 2-3 other large ships in a 360 degree radius.
