Only for awhile then it would fall into the same spot as normal voyages
Scarcity makes things valuable and naturally people will make use of it when it is in high supply as to not miss out on the financial gain
take game sales for example
when games are expensive less people buy it but when it end up having a sale it becomes cheaper making people want to buy it because it is cheaper now than it was before
now why not keep it cheap all year round well because by the time the players who bought the game on sale would play it and then possibly recommend this to other people stating it is a great game and worth its value the sale would end so by the time other players come around they tend to buy the game for its full price because of recommendations and reviews
this is called customer interest and it works we've all fallen for it atleast once in our life we fall for it all the time in normal convenience stores
if the interest matches the customers desires the customer will buy and sales increase interest
just as it is with gilded voyages
people will naturally play more when gilded drops to get to the goodies the gilded voyage offers and naturally play more to complete the gilded voyages as often as possible increasing playtime and when it vanishes people will return again when it drops because of the same interest
if gilded voyages was offered all year round the gilded would drop its value and become less of an interest overtime and people wouldn't bother with them
and also having gilded voyages around all the time would severely mess up the balance in economy even further in this game
