Absolutely not. This will lead to discrimination between the PvP-focussed community and the PvE-focussed community, since the first one gets 2 plunder passes to complete and the latter only gets 1, wich already feels a bit like a PvP-supremacist idea to me.
The current plunder pass works well, because you can complete it however you want. A plunder pass for just one specific playstyle leads to a huge amount of complaints, because people will get frustrated that time limited cosmetics gets locked behind a playstyle they hate or because they have to do way to much of the same content to complete it, wich gets boring pretty quickly for a lot of people. This will also lead to people getting burned out by the game and leaving it. So absolutely not a good idea.

Time limit could be fine, depending on the implementation. Shrinking zone i am not in favour for, because:
- it can cause stalemates because both ships are stuck on another side of an island and there is no way around that island
- it can lead to someone just losing because they got stuck behind an island and the zone shrinks passed it, so they get forced out of bounds by the shrinking zone.
- it can lead to third parties being way to powerfull, since they can attack from out of bounds to anywhere inside the zone.

Honestly i am against new comms for hourglass, since it only incentivize cheating, cheesing tactics that makes people frustrated who just want fun fights. For instance: think about how the commendation for sailing miles while in a fight leads to a huge amount of runners, because if you would only have 'normal' fights, you won't even get close to completing that commendations. You could probably even get to level 1000 before getting that commendation done... No wonder people 'run' in fights. So no, please no more commendations for hourglass, since it only keeps people from fighting organicly and that one of the things that hurts the mode.
New cosmetics behind existing commendations or levels are fine ofcourse, no problem with that.

Double allegiance events are always good, since it drives people to play it. I think they should make this at least a monthly event. Although perhaps extend it to a full day and not just only a night.

Absolutely a bad idea. Not everybody has enough friends that want to play hourglass to be able to participate in brig or galleon weekends. This would lead to them having to lossfarm, just to profit from the extra allegiance on that day, because otherwise they would be excluded...
And not everybody likes playing hourglass on a certain type of ship. This would only lead to frustration (and perhaps also lossfarming).
So no, this would be a bad idea i believe.

I have no problems with a TDM-mode as long as there are no commendations for them. Besides the problems i already mentioned at point 3, also a lot of people hate TDM and therefore it could lead to problems trying to force them to do it just to get some commendations. The TDM-community is also very small compared to the entire community, wich also leads to way to big skillgaps for most players to even have fun in it or be able to complete some commendations (just like the commendation for a 10-streak is already insane to have, since the fast majority will never get that, that is unhealthy for the game in my view).
Point 7 is not worth responding to, because Rare has already said no to that.

I think that the only things that Hourglass needs are a time limit for matches, either with a shrinking circle or just call it a tie and merge ships back out, and changing XP gain to be more single match focused and less dependent on streaks.
Time limit and a tie when nobody has sunk: i would be in favour of that.
Changing the XP gains: highly in favor of that, i think that is a huge part of why people refuse to play outside of the double allegiance events.
