    Never paid much attention after release of the Emissaries. Now I'm curious, if you get the Tier 3 rewards do you also get Tiers 1 and 2? Or do you have to hyper focus staying in Tier 1 or 2 for that particular reward?

    Yep if you get the top tier you get all 3
