Hey all, posting this to help keep you from falling into the same issue until it can maybe be fixed!
If you are a merchant grade 5 and have claimed your emissary quest, pay attention to who the voyage needs picked up from! I made the mistake of buying a commodity from the merchant and was unable to collect it or the emissary voyage from the vendor because it didn't know what to distribute (the vendor was the pickup location). It said "Collect Cargo" but the vendor would not turn it over! Just be aware this might happen!
